As a result of the passage of Senate Bill 40 during the 2009 Legislative Session, the process to obtain a driver license will change effective January 1, 2010 Individuals applying for a regular or limited term learner permit will be required to provide the division with evidence of legal/lawful presence, identity verification, social sercurity number (SSN) or proof of ineligibility to obtain a SSN and Utah residency verification. Individuals applying for a driving privilege card learner permit (DPC) will be required to provide the division identity verification, social security number (SSN) or individual tax identification number (ITIN) and Utah residency verification. With the change in Utah law, the documentation provided to the division will determine which type of license the applicant is eligible to obtain.
